Hello fellow heisters, both new and old! This guide is meant to showcase the BEST stealth build to use when you wanna go all sneaky-beaky like. It covers EVERYTHING that you might need in a stealth heist, including saws, drill times, sensor (trip) mines, and making guards, when marked (shouting F at them), red. It also includes the much needed Optical Illusions Aced in the Ghost-Silent Killer subtree. This build works for all levels, including pre-Infamy levels and Infamy l-V.
Payday 2 Best Stealth Build No Dlc
Note: This build is not meant for 'pseudo-stealth'. It has NO survivability if things go loud. If things do go loud, you are better off restarting the heist. This also means that you should not attempt to do Crime Spree with this build. In fact, most stealth heists while doing Crime Spree become impossible to do, once your default detection becomes way too high or the pager count is lowered. A few that comes to mind are Bank Heist, Go Bank, Big Bank, Yacht Heist, and Framing Frame. There are a few stealth heists where you can 'ECM chain' to complete the heist, but if you don't want to risk it, your best bet is just to avoid stealth heists all together. The sole exception is Club House, which can easily be completed in stealth with 1 ECM and a group of people.

Which skills to prioritize (for new players or when you go Infamous):
These are my suggestions for which skills you should prioritize on getting as you level up if you are a new player or when your level reset due to going Infamous. In each priority list, choose what you want to get first based on how much skill points you have.
1st Priority (Must have):
2nd Priority: Other skills in the Ghost-Shinobi tree and all skills in the Technician-Breacher tree.
Note: Choose your skills based on what you need for the heist.
3rd Priority: Any other skill not mentioned.

Best Payday 2 Stealth Build In Order
Any Akimbo Pistols with default concealment of 30 should be fine along with any suppressor that doesn't have a concealment penalty of more than 3 for your primary.
As for your secondary, the Judge shotgun is really good, along with Silent Killer Suppressor. It can 'blast' guards in the direction you shot them in, so you can potentially shoot them so that their corpse is in a more favorable position. Just make sure to switch to your Akimbo pistols when shooting guards near windows or you might end up blasting the window behind him. If you don't have the Judge or the Silent Killer suppressor, once again, any pistol with a default concealment of 30 with a suppressor that doesn't have a concealment penalty of more than 3 should work. A favorite of mine when I was fairly new to the game was the Gruber-Kurz. To unlock both the Judge shotgun and Gruber Kurz pistol for use, you have to join the Payday 2 group on steam though.
The weapons you use for stealth doesn't matter too much, as long as you are able to achieve a high concealment so that your detection rating is the minimum, which is 3. General rule of thumb is have one high accuracy weapon and one shotgun while doing stealth.
Other Tips (for new players):
I suggest reading the Long Guide to understand some of the game mechanics.
All guards have pagers and there's a set limit of 4 per heist. This means if a 5th guard is killed, the alarm will raise. Some heists, such as Election Day - Day 2 and Firestarter - Day 2, have police officers (blue uniforms). These police officers do not have pagers, BUT they do contribute to the number of guards killed. This means that let's say you kill 2 guards and 2 police officers, another guard will spawn on those heists.
Guards only take one hit to kill in stealth if they haven't been alerted yet. However, if they have been alerted, they might not take one hit to kill, depending on what weapon you use. For the Murkywater guards in Shadow Raid, Murky Station, or Hoxton Revenge, they have more health than a normal guard, but will still take only one hit to kill in stealth if they haven't been alerted. However, if they do get alerted, be sure to have a strong weapon (such as the Judge) and aim for a headshot to kill them quickly.
Guards can be dominated and be forced to handcuff themselves. To do this, simply spam F when you get detected by them. There's about a 1 second window where this will work, otherwise they cannot be dominated and you will have to kill them. Take care in not spamming F preemptively when you think you are about to be detected, as you will mark the guard instead and then that 1 second window will be over.
Guards will be alerted if they see dead corpses, loot bags, body bags, drills, or broken cameras. Ironically, they will not be alerted if they see some things open, such as bank vaults.
Cameras can be destroyed unless on Mayhem difficulty or above (Big Bank, Go Bank, and Diamond Store will always have cameras that can be destroyed, regardless of difficulty). If you do this however, guards might be alerted to the destroyed cam. On some heists, there is a security room with guard in it. If you kill this guard, all cameras will be disabled and won't detect you. However, don't destroy them as guards can still see them broken.
I also suggest using the Burglar Perk Deck (from Clover Pack DLC or from the Ultimate Edition, when it comes out) for stealth heists. If you don't have it, Crew Chief is also fine, for extra stamina.
That wraps up my guide for stealth! Have fun and I hope this guide will help you into becoming a stealth master! One thing to Note: If you are not hosting and you join a lobby with other players, you may experience desync. This will make playing stealth heists more difficult, so if you wish to not have desync, I recommend hosting your own lobby.
